1. About SNV

SNV is a not-for-profit international development organisation driven by the Sustainable Development Goals (SDGs). Our work focuses on three sectors – Agriculture, Energy, and Water, Sanitation, & Hygiene (WASH).

SNV has been working in Viet Nam since 1995, and currently has over 30 national and international staff. SNV Viet Nam’s team works hand-in-hand with communities, government agencies, and businesses in more than 50 provinces, including the remotest and poorest areas of the country. We operate from a country head office in Hanoi and regional offices in Ho Chi Minh City and Da Lat.

 

2. Background and objectives of assignment

Building on SNV’s long-standing experience in sustainable agriculture and low-carbon value chain development in Viet Nam, the project Transforming Rice Value Chains for Climate Resilient and Sustainable Development in the Mekong Delta (TRVC) is being implemented from 2023 to 2027 in key rice-growing areas of the Mekong Delta. Following recent administrative restructuring, the project implementation areas are now consolidated into two provinces: An Giang and Dong Thap (previously An Giang, Dong Thap, and Kien Giang).

The project aims to support the transition toward climate-resilient, low-emission, and inclusive rice value chains through a combination of technical interventions, policy engagement, and private sector participation.

SNV is looking for a professional Video Production Service Provider to establish a Framework Agreement. This agreement will allow the TRVC project to flexibly request filming and editing services for various communication needs, including success stories, project progress updates, and thematic documentaries that document and communicate the TRVC Project’s real-world experiences, impacts, and stories of change.

 

3. Assignment overview and scope of work/deliverables

The Service Provider shall provide services based on the following pre-defined categories. For each specific task, a separate Task Order will be issued specifying the required items from this list.

2.2. All raw footage from 1-day filming session in Mekong delta / 1 camera.

2.3. All raw footage from 3-day filming session in Mekong delta including drone usage/ 1 camera.

2.4. All raw footage from 5-day filming session in Mekong delta including drone usage/ 1 camera.

2.5. Drone filming permit in Mekong delta covered related fees/time.

3. Video editing (Moderate Graphics)

3.1. Final edited video (Moderate Graphics) & Project package for video under 5 minutes.

High resolution (MP4, 4K/Full HD). Real footage, moderate 2D motion graphics, professional color grading, transitions, background music, Vietnamese voiceover, and subtitles.

3.2. Final edited video (Moderate Graphics) & Project package for video over 5 to 10 minutes.

3.3. Final edited video (Moderate Graphics) & Project package for video over 10 to 15 minutes.

4. Video editing (High-end style)

High resolution (MP4, 4K/Full HD). Complex motion graphics, kinetic typography, professional color grading, transitions, background music, Vietnamese voicer, and subtitles.

5. 2D Animation video

5.1. 2D Animation video & Project package

High resolution (MP4, 4K/Full HD). Full animation based on script/storyboard.
The product must match the image quality and visual effects of this sample video.
Unit price per 01 minute of finished animation.

6. Language conversion

6.1. Vietnamese voice-over (up to 5 mins)

High resolution (MP4, 4K/Full HD). Convert between English and Vietnamese.

6.2. Translated video version & Project package

 

4. Copyright and intellectual property rights

All intellectual property rights to deliverables under signed Task Orders – including raw footage, edited videos, subtitles, graphics, and related materials – shall be the exclusive property of SNV.

Upon full payment, the service provider shall transfer to SNV all rights to use, reproduce, modify, publish, and distribute the final products without restriction. The service provider must ensure that all third-party materials (e.g., music, images, footage, fonts) are properly licensed for unrestricted use by SNV.

6. Timeframe and duration of the contract

The Framework Agreement shall be effective for a period of 36 months from the date of signing.

 

7. Payment terms

Under the signed Framework Agreement, SNV will issue a Task Order (“TO”) with detailed information for each specific request for Services. Services may only be provided after a Task Order has been duly approved and signed by both SNV and the Service Provider.

Condition for Payment: Payment will be processed per TO within 30 days upon receipt of a valid invoice and written acceptance from the Project Manager, confirming that all deliverables meet the required technical and design standards.

 

8. Eligibility and Qualifications

  • Legally registered company with valid business registration and tax compliance.
  • Minimum 5 years of experience in professional video production
  • A proven track record in producing documentaries for the agriculture sector or development projects.
  • Familiarity with sustainable, low-emission rice cultivation and GEDSI principles is preferred.
  • Ability to mobilize crews quickly for field trips in the Mekong Delta.

 

9. Proposal submission requirements

Service Provider firms are requested to submit their proposals to [email protected] no later than 17:00 hrs., March 2, 2026, including the following documents:

  • Due Diligence document (can be downloaded via link)
  • Company profile
  • Relevant completed video samples (links preferred) with client references
  • Financial proposal, including:
    1. Commitment to comply with this TOR
    2. A Price List aligned with the deliverables under Section 3 (“Assignment Overview and Scope of Work/Deliverables”), clearly indicating the services offered and any services not provided. The Price List shall remain fixed for the duration of the Framework Agreement.

 

Financial Principles (All-Inclusive): All unit prices must be all-inclusive, covering personnel, equipment, logistics, taxes, and any other related costs.
